Renewal Evaluation of the CRESPIAF, a Category 2 Centre in Algiers
The CRESPIAF (http://crespiaf.org/) is a UNESCO Category 2 Centre, a Regional Centre for the Safeguarding of Intangible Heritage in Africa. The initial agreement between UNESCO and Algeria was officially signed in 2014 and the CRESPIAF launched its activities in 2019. Its key objectives are to promote the understanding and implementation of the 2003 Convention among African member states, and foster research, cooperation and capacity building in the field of intangible cultural heritage (ICH) in Africa.
In 2023, the agreement was up for renewal, and as part of this process UNESCO commissioned Aleph to carry out an evaluation. The focus of our investigation was to analyse the CRESPIAF’s progress towards its key objectives and make operational and structural recommendations on how to strengthen its actions and increase its scope. We carried out a document review, a survey of ICH focal points in Africa, and key informant interviews with the CRESPIAF’s main partners and beneficiaries, including UNESCO both at headquarters and in regional field offices, representatives of the Algerian government, and ICH specialists in Africa. We also undertook a field mission in Algiers and were invited to a capacity building workshop on the Periodic reporting of the Convention for the Safeguarding of the Intangible Cultural Heritage, where we observed the CRESPIAF in action and met key stakeholders. The evaluation took place between February and June 2023.
Évaluation en vue du renouvellement du CRESPIAF, un centre de catégorie 2 à Alger
Le Centre Régional pour la Sauvegarde du Patrimoine Culturel Immatériel en Afrique (CRESPIAF) (http://crespiaf.org/) est un centre de catégorie 2 de l’UNESCO, officiellement créé suite à l’accord signé entre l’UNESCO et l’Algérie en 2014 et dont les principales activités ont débuté en 2019. Ses principaux objectifs sont de promouvoir la compréhension et la mise en œuvre de la Convention de 2003 parmi les États membres africains, et de favoriser la recherche, la coopération et le renforcement des capacités dans le domaine du patrimoine culturel immatériel (PCI) en Afrique.
En 2023, l’accord initial arrivait à son terme et l’UNESCO a chargé Aleph de réaliser une évaluation en vue du renouvellement de cet accord. L’objectif de notre enquête était d’analyser les progrès du CRESPIAF vers ses objectifs clés et de formuler des recommandations opérationnelles et structurelles sur la manière de renforcer les actions du Centre et d’en accroître la portée. Nous avons procédé à une revue de documents, à une enquête auprès des points focaux du PCI en Afrique et à des entretiens avec les principaux partenaires et bénéficiaires du CRESPIAF, y compris l’UNESCO au siège et dans les bureaux hors Siège régionaux, des représentants du gouvernement algérien et des spécialistes du PCI en Afrique. Nous avons également entrepris une mission sur le terrain à Alger et avons été invités à un atelier de formation sur les rapports périodiques dans le cadre de la Convention de 2003 pour la sauvegarde du patrimoine culturel immatériel, au profit des points focaux de la région. Cet atelier fut l’occasion d’observer les activités du CRESPIAF et de rencontrer les principales parties prenantes. L’évaluation a eu lieu entre février et juin 2023.
